Black recently reported Nab for mass-spamming for a toll fee on his alt. However, it was shot to bits because Black has his own bad reputation, and dialog spam is extremely easy to fake in any graphic-editing program.

Everything said on FFO, including major events (deaths, town takeovers) should be logged in one universal file (with timestamps) that can be read by Gaku from his computer, so if someone is accused of spamming or whatever, he can take one glance at it and see what happened.

Meaning that if you say something on any channel, it will be added to a text file on Gaku's computer, which he can read whenever he likes. Just like MSN or IRC logs.
