From what i hear, the overall basis of things to be resolved are to prevent powerleveling and griefing.

Well towars the powerleveling, a huge issue is PLC, people idle over night on alts and then train characters up to their plc, and even with allowances this form of powereleveling is still possible.

A few changes to remedy this is to make plc only go u p if you are at it's level,but double the rate in which it goes up. this means if you're playing the game activly, you can actually continue to level up.
