A newbie can get stuck at lvl 6 infinitely, plc starts at 5 but you can get to lvl 6 before it goes to 6, which causes plc to not pass 5 at all, entirely halting a characters progression

Considering no newbies would know this, that's a pretty big deal

It was never fixed because it didn't matter when the PLC system was "bugged".
