Need you to double check this.
It appears that the fizzle rate only applies when you are in battle mode.

I'm wearing a full set of heavy armor.

I've casted 20+ times in a row on myself and others while in overworld state.

When I switch to battle state, I noticeably fizzle about half the time, which is correct since the fizzle rate is currently 50% on heavy.
