Optional "charge" state

So I've uploaded my new icon with this new optional "charge" state, and it has 3 frames of 1 delay, so it's named "charge 1 1 1", and it was put in before this update.

First I tested if it would show up. No dice.

Next I just re-uploaded it to see if that would work and tested charge. Still nothing.

Third time I changed on pixel in the icon to change the checksum variable of it, then again tested charge. Notta squatta.

Final time, I removed the frame delay on the charge state so it just read "charge", icon passed without giving me a notification of the missing frame delays.

I'm thinking that charge just doesn't register when an icon is uploaded, and may need to be added to icon_state list for the icon upload verb and get_pc_icon verb.

Did you make it a movement state? 'cause it won't work unless it isn't.

No, it's not a movement state.
