as lord of diadel, i tried appointing chancellor to someone who is a citizen of the domain. all i got was this:
Your would-be recipient must be standing in view of you.
i tried a few times while standing right next to the person, didnt work
i tried bestowing domain as well just to see if it would work...it did not

Try using Dean as your chancellor. Should work.
