I haven't seen it but it's been reported by a couple people that some times your skill will level up to the level needed to learn a skill. But the game won't say you learned the skill. You still get the skill in your ability tab, might just not realize you got it.

I've been told it was this way for dhit, psn 2, and scan. Only heard this once per skill, however.

This happened to me on my Fighter. I got Beef Up to 12, expected to see "You have learned Charge!", didn't see it. Then I looked in my ability window and Charge was there, sitting right next to Defend.
