You weren't wrong. It isn't a whip bug. All 2 tile weapons do it and its more noticeable and annoying if you wield them with a one tile weapon. When you attack your move resolves at whatever range you attacked at. You'll either attack at a 1 tile range or 2. If you attack at one and your target moves away before your turn resolves, you wont hit with a polearm or whip, even if they are still in range of the 2 tile version of your attack. It's really noticeable and annoying when you pvp someone and use a 2 tile weapon. You lose a lot of actions if you don't learn to back away before striking.
